CAFR School: The Public Reading Of The CAFR


In this dramatically droll and boring school board meeting, the school district’s board is visited by its chosen and contracted auditing firm, for which a representative of that firm monotonously explains to the board the Comprehensive Annual Financial Report (CAFR) that it has completed for the district. I am posting this recorded school board video recording not for your viewing enjoyment, but for proof positive that all school boards and other local, district, county, and state governments are fully aware of and must acquiesce and approve their CAFR reports in a board or council meeting. Do not ever let any government tell you that they do not know what the CAFR is. They are lying. They may not be able to read it, but they know it exists and know they aren’t supposed to know what it really says! Ignorance is no excuse for malfeasance…

  1. So, I’m curious… Are these accounting firms just shilling out for the paycheck or what? Is blowing the whistle on the CAFR situation a death wish for a lowly accountant? Because it seems as though they have the most damning knowledge among us since they (should) have the best understanding of a CAFR. But, then again, maybe they aren’t making the connection to the larger, macro-syndicate.

    • Courses are taught in college specifically for basic CAFR accounting, though not a thorough enough course to expose the crime.

      As for accountants, they are charging $100 per hour, and $50 per hour for a paralegal to fill out these reports. They are attorneys who work by “billable hours”, and the government pays a fortune for these reports to be audited by these firms.

      In short, as with the rest of America, these guys wont bite the hand that feeds them. It is well oiled organized crime, and these are just the lowly bookkeepers. But yes, as in mafia cases, these accountants would be a wise choice as witnesses, since they are the bookkeepers.

      • And now multiply this $30-$200 thousand dollar pricetag for each CAFR filed by the number of individual CAFR filing governments out there (over 230,000 individual governments), and you can see why discretion is rule #1 regarding CAFRs.
